I mark bugs as pending when I've committed the patch to fix the bug to the
package repository (in fact, this happens automatically).  That doesn't
necessarily mean that an upload is imminent; sometimes other things arise
that have to be analyzed first.  For example, Kerberos 1.4.2-1 packages
have been prepared and will fix a number of bugs, all of which are tagged
pending, but I still need to track down some possible thread-safety issues
in libraries Kerberos depends on.

Sometimes this work will take more than a few weeks.

I suppose whether this is a legitimate use of the pending tag is a bit
debatable given the word "soon" in its description, but it's a valuable
thing to have tagged in the BTS and visible to anyone who is looking at
the BTS for that package (ruling out user tags), and none of the other
tags seem closer.
