Justification: renders package unusable

The standard value $LANG="de_DE@euro" breaks fontsize for some gtk1
programs like gxedit or tipptrainer. With $LANG="de_DE" they show a
readable font. 
A normal user doesn't know that when he chooses the locale
"dpkg-reconfigure locales" during installation.
