scanning all packages, which depend on libstdc++5, for packages with a
shlibs file. that doesn't catch library packages not linking to
libstdc++, or not building shared libraries. For these, we propose
adding c++abi2-dev to the build depends to identify the dependency on
the C++ ABI.
