Please, 98% is not high. It is just a call to porters to get their act 
together.

I don't believe that any (sane) maintainer would refuse FTBFS fixing patches 
(see hurd-i386 and k{net,free}-bsd stuff). These criterions are just a IMHO 
necessary step to put the load on those people who want to use the arch 
instead of those who maintain central infrastructure.
