Yes, they should be able to do that. But do they need to be
locale-aware as well in order to select the correct $language_$region
directory?

Well, it's not a base package, it's a meta package. So ppd-all should
depend on all ppd-* packages, not vice versa. The point is that you
can install ppd-all to get all PPDs for all different printers, if you
want.

The only thing I can think of is Postscript fonts, but they're already
in /usr/share/fonts/type1. I guess the reason for choosing
/usr/share/postscript/ppd was simply that Redhat's printtool used that
directory. Let's use /usr/share/ppd instead.
