User tools are always useful, not everyone will want to switch for the
dependency-based system...

There are ways to have a numerical-priority-based chain inside a dependency
system, at least for stuff that is non-system-critical. But yes, let's
release Sarge and then get the ball going into a proper dependency-based
system and the necessary glue to get it to work well with our packaging
scripts.
