This sounds like a reasonable interpretation of the intent of the
policy guide to me, but the policy itself includes a clarification
"thus, the package must not declare a 'Depends', 'Recommends', or
'Build-Depends' relationship on a non-main package".

Perhaps that sentence needs to be changed to something like "the
package must not declare a 'Depends', 'Recommends', or 'Build-Depends'
relationship on a non-main package unless a main package alternative
is also available" (or something similar)?
