What you say is true of the stable and testing ifupdown.
This behavior is broken; someone who does
ifup ppp0=foo
can end up creating interface ppp1 rather than ppp0.
That is one of the reasons why almost no one currently
uses ifupdown to control PPP interfaces. This behavior
is fixed in the experimental ifupdown. With the latter,
when you do "ifup ppp0=foo" it creates ppp0 according
to iface definition foo.
