Afaict these meta packages were formerly generated from the latest
real kernel-image package, e.g. kernel-image-2.4.26-i386 but are now
provided from a separate source-package, which only generates the
meta-packages.

The new kernel-image-2.4.27-i386 without the metapackages has
propagated to sarge, but the new meta-only package
kernel-latest-2.4-i386 has not (yet).

  * Created this package for meta packages that had
    previously been provided by kernel-image-2.4.XX-i386
    - This is to allow kernel-image packages for multiple
      upstream kernel versions to co-exist.
    - Initial version is 100, as previous versions of
      the meta packages are already in the archive.
