You will not get any support from ftp-admin unless you have a working
and tested solution. It is useless to discuss about it without showing

So the question is: why don't you do it yourself? Why don't you provide
alternate Packages files?

The main problem is that you can't (AFAIK) tell apt-get to fetch the
Packages files from "deb http://partial.packages.foobar/debian stable main"
and get the .deb packages from another server like
http://ftp.debian.org/debian (to avoid hosting the .debs yourself).

What I propose you to do:
- patch apt to get the Packages files and the .deb files from two
  different locations.
  Don't expect support from the apt maintainers, but you can ask.
  This will not bring new security problems since the Packages file
  contains the MD5sum of the package you will get from another location.
  Any "desynchronisation" will be detected.
- provide the apt patch and built package so that volunteers can use
  your modified version
- build your alternative Packages the way you want. You can experiment
  many different solutions
- other people can also propose other alternative Packages with other
  constraints in mind
- provide a tool to configure /etc/apt/sources.list with the different
  alternative Packages so users can easily select what Packages they
  want to use
- get feedback and results to demonstrate this is (or not) usefull.

Advantages:
- no need to get support/help/work from the ftp-admin team (they have
  better things to do right now)
- anybody can propose alternative Packages and compare solutions
- you stop wasting time discussing and you actually do the job

If you want something done in Debian you have to do it yourself first.
