Because of recent KDE uploads, the tiff transition was refactored to no longer require all packages to be ready to go at the same time. Only packages depending on libtiff3g-dev (or a few other key packages, such as imagemagick and ocaml) in testing *have* to be ready to go, but of course it's in the best interest of maintainers of any packages depending on libtiff to be ready to go at the same time or as soon as possible after. -- Steve Langasek postmodern programmer
