It would work with anything else that uses the qmail-queue protocol, but
there are no other implementations of that particular protocol that I'm
aware of.  (It's a simple and straightforward protocol.)

What influence that has on your point, I don't know.  Note that this
program doesn't link with or directly combine with qmail; it talks to it
via a pipe.  That being said, it's probably not useful to a user of Debian
who isn't also using qmail, so maybe contrib would be the best location.

There's no problem with licensing it GPL so far as I can see, though.
