What do you mean "at present"? Independent packaging has always been the
way things have been. Of course the theory is that the packaging policy
will tie everything together. I think the new installer has come a long
way from woody. It's atleast got the building blocks to make everything
nice and tidy from an installer perspective.

So you can have 50 different ways to do the same detection. The installer
can make the right choice for which util is the best suited to the 95% of
the user configs out there, and make things as simple as possible, while
still allowing for custom install images for the other 5% to be made
easily.
