You may want to look at apt-fu for some ideas/code, which presently seems 
unmaintained, and url not available:

But I've dpkg-repack it from my system and uploaded the deb here:
http://danchev.fccf.net/files/debian/apt-fu_0.3.2_i386.deb

It is also a perl program with many options for rebuilding debian source 
packages. 

todo: the build util must verify the signature of the source package (the .dsc 
file) with dscverify before building it.
