You might be right. Lib packages should have the lib and the dev
package already and adding a dev-common would only be a 33% increase
then. Converting the -dev from arch any to all would be 0%
increase. But if its 225%-325% or 275%-375% or whatever its more than
double/tripple. Another dockapp won't make a dent.

At some point tools just have to use more efficient algorithms and
caching to avoid further slowdown.
