Should be 2.3.1-69.1

Otherwise looks okay to me (but I don't use udev, so couldn't test the
full implications of this change.

Lintian says amongst others:

W: udev: no-manpage-in-correct-directory usr/bin/udevinfo (8)
W: udev: no-manpage-in-correct-directory usr/bin/udevtest (8)

Manpages for programs in /usr/bin are in section 8, either the program
should be /usr/sbin, i.e. a system administration program, or the
manpage should be in section one, since apparantly non-root users use it
too.
