A "proper" job of reverse engineering is typically free of copyright
claims.[1] It may still be subject to patent or other, DMCA related

It has nothing whatsoever to do with what the owner of the work feels,
unless you are ascribing illegality to transgressions that are
ligigated through civil proceedings.
