is there a procedure for reporting discouraging maintainer bugresponses?



this is a genuine (and likely demonstrably inexperienced) request.

i make bug-reports, and i hold herbert's near limitless supply of
patient requests for more information as a really good example of
how to deal with users who actually go to the trouble of using
reportbug.

at the other end of the spectrum, other maintainers appear to be
indicating that they wish that i had not bothered to make the
report, whilst others indicate that their job is too complicated.

in light of this context, i have a couple of questions:

1) is there some documentation that these extreme negative people
should have read - some social contract that they should have
adhered to, and if so, what section should i refer them to

[rather than giving them absolute hell in my _own_ words and
my _own_ opinions which of course will not have any weight,
and thereby proving - to them - that their misconceived view
of me is, in their misguided belief system, entirely correct.]

2) is there some procedure for reporting such abuses of the
bug-tracking system, such that pressure from someone other than
myself can be brought to bear on such offenders?


the reason why i ask 2) is because if i actually report a problem,
i'd prefer it to actually be investigated and dealt with for the
benefit of that package's users, rather than the issue NOT be
dealt with because some fucking dippity shithead gets up their
own fuckarse^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H^H
because a maintainer has some misconceptions and personal issues
with me.
