Is it really required/ok that APT considers a file as sacred as /etc/fstab
as a configuration files for APT?
Would not be possible for APT to mount the cdrom somewhere in /var/lib/apt?
A transition plan would be easy:
1. debian-installer writes the info about where to mount the cdrom
in /etc/fstab, and additionaly in a file different from /etc/fstab
which apt may later read.
2. apt is changed to read the previous file in preference for /etc/fstab.
apt.postinst creates such file from /etc/fstab if it does not exist.
3. When the apt version which does 2. reaches testing, debian-installer
should feel free to stop worrying about /etc/fstab at all.
