i have a pre-up in my interfaces:

iface eth1 inet static
	pre-up /usr/local/bin/check-mac-address.sh eth1 00:30:84:76:68:B2

and the script referenced there looks like this:				

#!/bin/sh -e

mac=$(/sbin/ifconfig $iface | sed -n 's/^.*HWaddr \([0-9A-Za-z:]*\).*/\1/p')

if [ "$targetmac" = "$mac" ]; then exit 0; else exit 1; fi

found this somewhere on the net...
