Does anything in d-i rely on these being there?

This is probably low-impact, but verification with a modified
debootstrap and a locally-built d-i would be useful.

Already discussed on -devel. If s390 wants ssh preinstalled for
base-config then it should probably apt-install it from d-i, since it'll
need to configure it appropriately anyway.

As I've just said in private mail, this is unnecessary since
lilo-installer apt-installs lilo and so pulls in the dependency
automatically. Versions of lilo depending on libdevmapper1.00 have been
in testing for some time without problems.
