/usr/share/doc/autotools-dev/README.Debian.gz
autotools-dev suggests that the maintainer runs autoconf/libtoolize
manually _before_ generating the diff.gz. You only need a
build-dependency on auto* if you run auto* automatically by
debian/rules build.
