Andrew is correct.
I have no problems with people developing tools in dpkg-*, with the intention
that they will be merged into dpkg proper at some point.
However, I will *not* accept stand-alone tools in dpkg-*, that are someone's
pet project, that they want to keep for themselves.
This reasoning implies that one should probably check with the dpkg developers
first, to see if their new idea would be worth inclusion in the first place.
