Thanks for posting this -- I was just starting to wonder where
to look for this information, and here it drops right in my mailbox. ;-)

BTW, I think the phrase "may not" is misused in this document. 
"May not" means "you are not allowed to" NOT  "you are allowed
not to" as the document appears to mean.

Thus, according to the policy as written, I am NOT ALLOWED to include
a "tests" directory in my product (quite in conflict with existing "best practice")
and I am NOT ALLOWED to quote the full ZPL license in my packaging
process. The footnotes under the "tests" question don't make any sense as
written, for example, since they explicitly say that you may include a directory
"tests" in your product.

I don't think that's what was intended?  If you substitute "may choose not"
for "may not", that should fix the problem, assuming I understand what was
intended.  Then it would say that I may or may not do these things, which
makes more sense to me.
