Because it is the only thing I could find that reflects Debian's
take on security fixes: feature backports are to be avoided. Branden
correctly states that feature imports are frequently used in other
packages, but you can't name a single package on whose byte-by-byte
code other packages depend. kernel-source is the only one,
I believe, and so it takes a special role.
