Good idea. Unfortunately I can't see it happening. 
Co-maintainers must be friendly, otherwise the resulting package is likely
to be not very good. Time will be wasted arguing instead of fixing bugs. 

Perhaps allowing hijacking of packages rather than just co-maintenance
would work better.
Of course, more friendly offers of help would be useful.

The system should definitely use scores rather than just bug counts -
severity should certainly be taken into account. Also, forwarded reports
should have a much lower score.
