No, that can't be it, because Santiago only asked for a warning mode,
and the general objection towards blocking IPs doesn't exist either,
because we already use a DNS-based blacklist of our own (rbl.debian.net).

No, they have not, SpamAssassin is not used for all mail @debian.org.
