For GNOME check out www.indlinux.org.  Their software as distributed is
geared towards Red Hat but it should take little effort to Debianize it.
(If you do, be sure to write down all the steps.)

The Debian maintainer said it might be some time before it is
officially packaged  so I went and made my own .debs of Qt 3.2.0 beta 1.
I'll put them up somewhere public when I get home tonight.  Using this
instantly enables all KDE applications to use Indian languages though as
you note the localization support is very meager at the moment.  This is a
place where Debian users could make a valuable contribution.

My personal interests are Gujarati and Sanskrit.
