Just "de". "de_DE.UTF-8" is one possible value for the LANG variable,
but this will just use the "de" message catalog.

So, /usr/share/locale/de/LC_MESSAGES/e2fsprogs.mo is the correct
filename, and it doesn't matter if it's in UTF-8 or ISO-8859-15
encoding. (Though I would recommend the UTF-8 one.)

Both, zh_CN.BG2312 and zh_TW.Big5 are wrong for modern gettexts. Only
zh_CN and zh_TW are needed. (Please note that zh_CN and zh_TW are
different, since the traditional and the simplified Chinese encodings
differ.)
