Actually, no. There is a difference: UTF-8 has a larger character set than
ISO-8859-15. That could, for example, be used to actually use German quotes
() in German text (and not the replacement " or the French «» that most
translators seem to have agreed upon). The same is true if you need any
character that's not in the locale's standard 8bit locale, e.g. if you want
to use the «character for something, then the UTF-8 locale would contain
that character, and the 8bit locale would contain some replacement character.
