I think you want something like this...

On the source machine:
dpkg --get-selections "*" > selection-data

Copy the selection-data file to the target, then on that machine run:
dpkg --set-selections < selection-data

dselect update install remove

Minor details might be different, but that's the general idea.  Debian already 
provides for this.
