Depends on what is the main purpose of your tool, who will use it, and what
are the features compared to other, existing tools.

If the program is mainly for practising programming, then you should decide
if you want to practise network low level programming or prefer to learn
something about gui programming too.

The smaller the tool, the more it makes sence to have it as a console tool,
me thinks.
