Yeesh. This bug _is not about ifstate being in /etc_; it's about ifup
failing to work when ifstate is read-only. It's a related issue sure,
but please stop trying to commandeer the bug report.

And please don't file a new bug about moving it unless policy's changed,
you're the FHS editor, or sysvinit has started creating, mounting and
managing the directory.
