If you don't have a clue about encryption then why don't you read about it ? 
:-)

Seriously, I think the explanation given is short and clear - newpg is the 
source package covering GpgSM (GnuPG for S/MIME encryption and key 
management). Think of it as a complementary to the gnupg package, just for 
s/mime.
