I think this rules forbids /etc/{volatile,run,whatever} as the
files in question are not configuration files. (Configuration
files should stay in /etc). One of the arguments for a change
is to get /etc rid of non-configuration files.

This would only temporarily dis-obeyed until the new directory
is added to FHS. (And current FHS-changing-policy forces temporal 
disobidience to push it forward).
