Orphaning some packages



I've been neglecting some of my packages recently due to other
commitments and losing interest in them. I've just taken over cvs,
which is going to require more of my time but at least I can validly
spend time at work on that so it's not such an issue. The packages I'd
like to give away are:

unarj:       (non-free, but a free implementation is ready for packaging -
              see #167238)

ytalk:       (reasonable package, but I've not heard anything from
              upstream in a long time and I just don't use it any more)

mimedecode:  (Darren Salt is taking over upstream and is in the NM
              queue, so I'm giving him first shout on this one)

netpbm:      (WARNING: This needs a lot of work to maintain, and is
              several versions behind upstream because of it. The
              licensing situation is *interesting* - see the copyright
              file and think hard before offering to take
              this. Bill Jonas (CC:ed) has offered to help on
              this before.)

I'm also tempted to ask ftpmaster to remove tracker and s3mod - both
are very much superseded by mikmod, and tracker is
non-free. Comments/abuse anyone? :-)
