Maybe I miss something, but didn't the new debian-installer use debconf
templates for the installation? 

If yes, this templates will be translated with the DDTP. See 
  http://ddtp.debian.org/debconf/maintainer/boot@lists.debian.org.html
as example. 

And yes, the debian-installer packages have a higher priority.

(just for your info:
  The user see this, if the install/admin/... a debian system his self
  (in this order:)
   - the installer
   - debconf templates
   - package description

  I began my translation work 2-3 years ago. At this time we use BF as
  installer and this installer was translated (into german), debconf
  templates not. I start with the debconf template coordination web
  page, we get >80 % translated (into german), now I started with
  package description. 

  You see, I use the right order.

  If you use some patches and some hacks, today you can get a >80-90%
  german debiani, includeing tasksel.

We make this already, if it use debconf templates. And IMHO the new
installer use this. Not?
