Because they don't have to comply with Debian policy, and they don't
have to worry about making things work on more than one architecture?
(Most of the work is due to trying to keep more than one arch in sync --
the difference between 1 arch and 2 is probably as great as the
difference between 2 and 11.)  I've heard of people having trouble
uninstalling the unofficial KDE3 packages to install the official ones.
Well, that's why they're unofficial...

Also, the Debian KDE maintainers made a decision to hold off on
uploading KDE3 binaries until they could be uploaded against the new C++
ABI.  I think they came to regret this decision later when we began to
see how long the C++ transition was delayed, but these are always hard
decisions to make when you don't know ahead of time how long it will
really be.
