I prefer:
To: 12345@bugs.debian.org
X-Debbugs-Cc: Jane Doe <jane@doe.com>
That way Jane can just press the normal "Reply" button (the one
everybody not only has but uses, too ;-).
I hope am not talking bs, I'haven't X-Debbugs-Cc'ed myself for a long
time.
