That indeed looks like the source of the problem, and thr truth is I have seen
that message from debconf before... So it seems there's a config option to tell
apt where to store temporary files.  I'll fix my system and you can close the bug.

In the meantime, it looks like we've sussed out a potential error in your
package, so if you can use TMPDIR instead of /tmp that would be great.
