Probably by being the only popular locally developed distribution. People may
call SUSE "the official German Linux distribution" for the same reasons (I
have not heard quite that statement about SUSE, but I have heard some
statements that are very close).
Let's not be overly picky about this. Let the Hungarian Debian developers
take the matter up if they want to, but it's not something we should be
concerned about.
