There are still some cases (back-end applications) where XML does make
sence, much more than common config files or the usage of filesystem
that you suggest. For example, I planned (though frozen yet) a rewritte
of kernel-package that would use XML to register parts of
kernel-building system[1]. XML gives you some freedom when specifying
lots of metadata, valid for some range of values, without becomming too
confusing for the maintainers of the kpart packages.
