[RFC] Documentation packages Depends,Suggests,Recommends info-browser?

Hi!

Just a short question: Should a documentation package containing info
pages depend, suggest, or recommend the virtual package "info-browser"?

$ grep-available -F Depends,Suggests,Recommends -s Package info-browser
Package: emacs-lisp-intro
Package: vera
Package: octave2.1-info
Package: emacs-lisp-intro-ja
Package: linuxdoc-tools
Package: libcln-dev
Package: maria-doc
Package: r-doc-info
Package: elisp-manual-ja
Package: libginac-dev
Package: elisp-manual
Package: happy
Package: octave2.0-info
Package: cvs
Package: python-xlib-doc
Package: gnu-smalltalk-doc
Package: emacs-manual-ja
Package: vflib3-doc

A package like octave2.0-info, which only consists of info pages,
"Depends" on info-browser. What about packages, which contain more than
only info pages?

I ask, because #156342 didn't find libgmp3-doc, which contains the WWW
pages as info pages. Could be that he has no info-browser installed?

$ grep-available -F Provides -s Package info-browser
Package: konqueror
Package: xemacs21-gnome-mule-canna-wnn
Package: xemacs21-gnome-mule
Package: xemacs21-gnome-nomule
Package: xemacs21-mule
Package: gnome-help
Package: emacs20
Package: emacs21
Package: tkinfo
Package: jed
Package: emacs20-dl
Package: emacs21-nox
Package: xemacs21-mule-canna-wnn
Package: xjed
Package: pinfo
Package: info
Package: xemacs21-nomule
