This seems to be the most effective way of doing that currently.

It also has a side effect of being able to read ALL the changelogs,
so you will be notified when there are new and interesting packages around.


You can subscribe to debian-devel-changes mailing list by 
writing a mail with Subject: subscribe and To: debian-devel-changes-request@lists.debian.org.
