doc-base policy
I am wondering if anyone has done any more work on the doc-base policy
proposal from this old thread:

The reason I care about this is that I'd like to close the following
related bug reports: 115450 115451 115452 115453. Closing them
requires getting three different maintainers to agree on the
appropriate classification, and it seems to me that this is pretty
arbitrary in the absence of a policy.
I like some of the proposed changes suggested in the thread, but I
don't see any evidence that anything was ever done about them. Any
news?
