First you need to create the Debian package. The documentation you 
need can be found on Debian's web site:
http://www.debian.org/doc/

Once you have created the package you can post it on your web site. 
At this point the package can be inducted into Debian's repository be 
getting a Debian Developper to sponsor the package, or you can 
maintain the package yourself by becoming a Debian Developper.
