If you have trouble with the policy process, the Technical Committee
seems to be functioning somewhat better recently.  The last few things
we've managed to dispose of within only a few months, although perhaps
we haven't always satisfied people with our lack of willingness to
tackle issues where we seem confused and/or process questions.
