What kind of "entitlement" is going on here?
If a developer wants to package it, and it can meet the standards for
inclusion in Debian, it will probably show up. Otherwise, not. You
are free to lobby a developer for or against the inclusion of any
particular package, but speaking about "entitlement" is not likely to
succeed.
