Probably not.  Most of the new PDF features are optional features
that require some intelligence from the user (or the software
generating the document).  For instance, bookmarks have been around
forever, but hardly any docs use them.  Ditto javascript, forms.
Now, there's tagged text and a few other things, but nothing vital
besides the file format.

Maybe, but you don't have to since Adobe publishes the format details.
