Describe current Debconf (Re: Accepted po-debconf 0.2.2 (all source))

Thus, to describe the current situation of debconf (as a basis of
improvement), I propose to determine "popular encoding for each
language" explicitly.
Fortunately, the language list of debconf templates is available
at http://www.debian.org/international/l10n/templates/ . All we
have to do is to determine *currently used* encoding for each of
listed languge.

This list should be included in some documents in debconf package
or debian-policy, as a default encoding for debconf templates when
no encoding information is supplied (in future) and a forced
encoding for each language (currently).
If a translator wants to add a new language, s/he shall determine
the "default" encoding and ask debconf maintainer to add the
language-encoding pair to this list.
